Diff to previous 1621

- klines, dlines, xlines, glines and resv now make use of the new database;
  also, temporary *lines are now stored, so they're not lost after
  restarting the ircd. This also applies to G-lines.

- src/conf_db.c: Cleanup get_file_version()
