- Start cleaning up macros in client.h. Replace several ClientHasSomeCoolFlag()
with simple HasFlag/HasUMode macros.

- Cleanup and restore older parts of the irc-command parser.
  Gives back ability to specify maximum amount of parameters
  that are processed within a command.
