- move list manipulation routines from tools.c to list.c
- mem_frob() goes to memory.c
- sort out redundant/unneeded header includes

- add configure test for pcre lib and remove pcre sources from the tree

- added ssl_server_protocol configuration option to servinfo{}.
  valid flags are 'sslv3' and 'tlsv1'

- Added some missing files
- Moved HOSTLEN and USERLEN definition back to ircd_defs.h
  Those two shouldn't be configurable
