27 o) Implemented full services support. Among other things, the following changes
28 have been done for this:
29 - Added SVSNICK, and SVSMODE command handlers
30 - Added service stamps to NICK/UID messages
31 - Added SVS to server capabilities (CAPAB). SVS capable servers can
32 deal with extended NICK/UID messages that contain service IDs/stamps.
33 - Usermode +r (registered nick) has been added, as well as
34 channelmode +r (registered channel)
35 - Now that usermode +r has a different function than before, rejected
36 client notices now go to new usermode +j
37 - Various services shortcuts have been added (/NS, /CS, /NICKSERV, /CHANSERV, etc.)
38 - Added channelmode +R (only registered clients may join that channel)
39 - Added usermode +R (only registered clients may send a private message)
40 - Added services{} block to ircd.conf
41 - Added services_name directive to general{} block
42 - Added GLOBOPS mainly for services compatibility, but can be used by operators, too
43 o) RKLINE and RXLINE commands have been removed. Regular expression based
44 bans should only be added via ircd.conf
45 o) Added 'globops', 'restart', 'dline', 'undline' and 'module' operator privilege flags.
