- Added channel::max_chans_per_oper configuration directive. The old way
  was to let ircops join three times the amount of max_chans_per_user.

  I'd rather would make this a class{} based limit, but this would require us
  to reprint the ISUPPORT buffer every time a client connects.

10 have been done for this:
11 - Added SVSNICK, and SVSMODE command handlers
12 - Added service stamps to NICK/UID messages
13 - Added SVS to server capabilities (CAPAB). SVS capable servers can
14 deal with extended NICK/UID messages that contain service IDs/stamps.
15 - Usermode +r (registered nick) has been added, as well as
16 channelmode +r (registered channel)
17 - Now that usermode +r has a different function than before, rejected
18 client notices now go to new usermode +j
19 - Various services shortcuts have been added (/NS, /CS, /NICKSERV, /CHANSERV, etc.)
20 - Added channelmode +R (only registered clients may join that channel)
21 - Added usermode +R (only registered clients may send a private message)
22 - Added services{} block to ircd.conf
23 - Added services_name directive to general{} block
24 - Added GLOBOPS mainly for services compatibility, but can be used by operators, too
25 o) RKLINE and RXLINE commands have been removed. Regular expression based
26 bans should only be added via ircd.conf
27 o) Added 'globops', 'restart', 'dline', 'undline' and 'module' operator privilege flags.
28 Read doc/example.conf for further explanation of what these flags

30 o) Idle-time klines have been removed
31 o) Cleaned up modules API. Old modules won't work anymore
32 o) Remove general::burst_away configuration directive. AWAY bursts are now
33 controlled via connect::flags explicitly
34 o) Introduced new logging subsystem including log rotation based on
35 file sizes. Log timestamp format is ISO8601 now
36 o) Added support for remote D-lines
37 o) Added usermode +H which is basically a replacement for the hidden_admin and
38 hidden_oper operator flags. With usermode +H, irc operator status can now
39 be hidden even on remote servers
40 o) Added CIDR support for operator{} blocks
41 o) The servlink program has been removed. ircd-hybrid can now make use of SSL/TLS
42 for inter-server communication.
43 NOTE: compressed server links are of course still available, but a SSL/TLS
44 connection is required, as compression is now handled via the OpenSSL library
45 o) Removed 'ssl_server_protocol' configuration directive and
46 added 'ssl_client_method' and 'ssl_server_method' instead.
47 Both of these options can now be changed at runtime
48 o) Oper login IDs are no longer limited to NICKLEN*2
49 o) Removed channel::burst_topicwho configuration option. Topicsetters are

51 o) "STATS Y|y" now reports CIDR limits as well
