36 o) Implemented full services support. Among other things, the following changes

38 - Added SVSNICK, and SVSMODE command handlers
39 - Added service stamps to NICK/UID messages
40 - Added SVS to server capabilities (CAPAB). SVS capable servers can
41 deal with extended NICK/UID messages that contain service IDs/stamps.
42 - Usermode +r (registered nick) has been added, as well as
43 channelmode +r (registered channel)
44 - Now that usermode +r has a different function than before, rejected
45 client notices now go to new usermode +j
46 - Various services shortcuts have been added (/NS, /CS, /NICKSERV, /CHANSERV, etc.)
47 - Added channelmode +R (only registered clients may join that channel)
48 - Added usermode +R (only registered clients may send a private message)
49 - Added services{} block to ircd.conf
50 - Added services_name directive to general{} block
51 - Added GLOBOPS mainly for services compatibility, but can be used by operators, too
