CHALLENGE <nick|+response>

CHALLENGE is used in the RSA controlled operator {} system.
CHALLENGE requires you to issue the command using the
nickname in the operator {} block, while matching the
username and hostname specified.
The server will send you an RSA challenge. You must send
a valid RSA response back to the server, proceeded with
a '+' symbol.
